Provisioning tasks stopped, except from the core

hello,

we are having this odd issue.

all provisioning tasks are failing except from the core they work.

this has been working forever until last week.

no gpo's, patches, etc have been deployed..

we found that running this command fixed it.

C:\Windows\SysWOW64\inetsrv\appcmd.exe" set config /section:staticContent /+[fileExtension='.bat',mimeType='application/bat']

has anyone else run into this?
